Policy support
The development of China's photovoltaic industry has also undergone long-term technology accumulation, and it is inseparable from the country's policy support for more than ten years. According to incomplete statistics, since 2000, the Chinese government has introduced more than 100 policies to support the photovoltaic industry. In the 1990s, China's solar panel manufacturing industry began to rise, and in 1996, the Chinese government launched the "Bright Project". In 2005, the Chinese government encouraged the export of photovoltaic components, and only 5 years later, 95% of China's total solar photovoltaic panel production was exported to European and American countries. Later, due to the anti-dumping sanctions imposed by European and American countries, the export of photovoltaic modules dropped sharply. In July 2013, the State Council issued "Several Opinions on Promoting the Healthy Development of the Photovoltaic Industry". In September 2014, the National Energy Administration issued the "Notice on Further Implementation of Distributed Photovoltaic Power Generation Relevant Policies". In 2015, the National Energy Administration launched the "Top Runner" photovoltaic support special plan. In January 2019, the National Development and Reform Commission and the National Energy Administration issued the "Notice on Actively Promoting Unsubsidized and Parity-related Work of Wind Power and Photovoltaic Power Generation", and began to promote subsidy-free photovoltaic projects nationwide. It is this series of policies that have enabled this industry to realize the transformation from a rapid start, a blowout of industrial upgrading, to an absolute leading position in the world. Since China's first photovoltaic power station was built in 2013, it has become the world's largest photovoltaic power generation country in just 7 years, and has formed an advantage in competing with the entire industrial chain of developed countries. By 2020, Chinese companies will account for 16 of the top 20 global PV companies.
